Bylaw Discussion:

On August 4, 2025 it was agreed:
Legal counsel indicated that projects not on the CIP could not collect impact fees. Clarification was sought on
responsibility for determining inclusion, with the Select Board typically making the final decision.
The Committee agreed to defer a discussion of the bylaw amendment to the next meeting, allowing full participation
from Mr. Bourque and Mr. Plansky. A note will be placed on the next agenda for further discussion.
Ms. Kleiner stated that the only submission this year applicable to impact fees was from the Library, as all other
requests exceeded the $50,000 threshold. The Library had items potentially eligible for impact fees, and the
submission sheet included a checkbox for identifying funding sources, including impact fees. She noted that the
Highway Department submission included impact fees due to a change in the law.
The Committee agreed to place the matter on the agenda for the next meeting.
